DHS Looking to Deploy AR and VR Training Systems for First Responders

Aiming to meet the needs of law enforcement and emergency response agencies, the National Urban Security Technology Laboratory (NUSTL), a division of the U.S. Department of Homeland Security (DHS), is looking for information on commercially available virtual reality Training tools.

In particular, NUSTL is looking for information to find potential suppliers, producers, or distributors of augmented reality (AR) and virtual reality (VR) training systems used to give first responders scenario-based training.

The first responder community should have access to commercial off-the-shelf (COTS) AR and VR solutions. Products of interest for this RFI include a comprehensive, pre-packaged validated scenario-based AR or VR training system for First Responders, tailor-made AR or VR training solutions from firms with experience in creating validated First Responder AR and/or VR training systems, and training solutions offering multiple and varied immersive scenarios. Such solutions should integrate with first responder agency learning management systems (LMS) to track training and record progress or offer “see what I see” functionality to facilitate practical assessment and review of the training scenario.

This information is needed for the System Assessment and Validation for Emergency Responders (SAVER) program of the DHS Science and Technology Directorate, which offers data on commercially available equipment to support response organizations in equipment selection and procurement. The SAVER program creates knowledge products and carries out unbiased, practitioner-relevant, operationally focused evaluations and validations of products and systems readily available in the market. Federal, state, local, tribal, and territorial response agencies nationwide will be informed of relevant details.

SAVER provides information on equipment and software that fits the categories listed on the DHS Authorized Equipment List (AEL). This equipment is covered by the AEL reference number 04AP-08-SIMS, which stands for Simulators. The first responder agencies and their respective purchasing agents are the intended recipients of this information.

NUSTL must receive responses to this RFI by February 6, 2023, at 5:00 PM EDT.
